A fire broke out in a flat at Shek Kip Mei Estate, leaving one man dead and eight injured.
Officers are investigating a possible electrical fault which may have started the blaze.
Video from the scene showed flames and thick smoke emerging from the windows of the burning unit.
The police said several reports were received from residents who noticed the smoke billowing from the flat in Mei Yu House at about 8 a.m. Firefighters arrived and used water jets to extinguish the blaze.
A man was found in the burnt unit and was certified dead at the scene.
Firefighters brought multiple residents to safety, while more than 200 others self-evacuated.
One man and seven women who were suspected to have inhaled heavy smoke, were taken to hospitals for treatment.
Some elderly people received oxygen masks to assist with breathing.
The fire started on the 21st floor, with residents on the same floor recalling heavy smoke which filled their apartments.
"I could not go out at all. I had to close the door," said one resident. "It was terrifying. I could not see anything."
He also noted there were many cardboard pieces placed in the hallway and fire doors remained open before the incident.
Another resident from a higher floor reported hearing the fire alarm and promptly escaped with his family.
The fire officers indicated that the burnt unit contained a large amount of clutter and would investigate the cause of the fire including the possibility of power failure.
Yip Kam-kong, acting assistant divisional officer of the Fire Services Department stated that the building's fire safety systems were functioning properly.
He also called on the public to get to know escape routes and how to use fire safety tools such as fire hose reels.
